The 10 year plan for the Australian space industry is outlined in Advancing Space: Australian Civil Space Strategy 2019 – 2028 which outlines four pillars and seven key priority areas which sets a path to triple the size of space economy and create 20,000 jobs in Australia.

Responsibilities of the Agency include:

  • providing national policy and strategic advice on the civil space sector

  • supporting the growth of Australia’s space industry and the use of space across the broader economy

  • administering space activities legislation and delivering on our international obligations
  • inspiring the Australian community and the next generation of space entrepreneurs.

The Agency is a separately branded Division of the Department of Industry, Science, Energy and Resources. The Office of the Space Regulator is responsible for regulation of Australian space activities and high power rockets. Its purpose is to provide an internationally recognised regulatory framework that enables entrepreneurship and sector growth, while assuring risks to safety and other national interests are managed appropriately.

The Office of the Space Regulator’s Regulatory Engagement team is a new team responsible for managing the consultation and interaction processes between the Office of the Space Regulator and external stakeholders including space industry, commonwealth and state/territory government and the broader community.

We are looking for dynamic engagement professionals to fill two roles within the Regulatory Engagement team:

  • Assistant Manager, Regulatory Engagement – Executive Level 1
  • Senior Engagement Officer – APS Level 6.

Our ideal candidate

Assistant Manager, Regulatory Engagement (EL1)

Our successful candidate will have the following knowledge, experience and attributes:

  • excellent stakeholder engagement skills, including solid experience in successfully managing competing interests amongst stakeholder groups
  • demonstrated experience in designing and implementing consultation processes and tools
  • demonstrated experience in facilitation and engagement methodologies
  • demonstrated experience in providing clear guidance in complex legislative or technical environments whilst maintaining appropriate safety (or other) standards
  • demonstrated ability to obtain agreement and acceptable outcomes for all stakeholders
  • demonstrated ability to manage situations where agreement cannot be sought
  • excellent communication skills with a proven ability to generate high-quality written materials and persuasive verbal arguments
  • demonstrated ability to achieve results, swiftly, in a complex environment
  • demonstrated ability to work with peers, with overlapping responsibilities, in a positive and productive manner
  • curiosity and empathy.

As Assistant Manager supporting the Director, Regulatory Engagement, you will be a proactive leader with demonstrated ability to:

  • establish the foundations of a high performing team
  • foster a culture of continuous improvement, teamwork, integrity and respect
  • appropriately engage with risk and leading others through uncertainty
  • work closely with Agency peers to resolve areas of potential conflict, recognising accountability for decisions under the space legislation lies with others.

Senior Engagement Officer (APS6)

Our successful candidate will have the following knowledge, experience and attributes:

  • demonstrated stakeholder engagement experience, including experience in successfully managing competing interests amongst stakeholder groups
  • demonstrated experience in implementing consultation processes and tools
  • excellent communication skills with a proven ability to generate high-quality written materials and persuasive verbal arguments
  • demonstrated experience in providing clear guidance in complex legislative or technical environments whilst maintaining appropriate safety (or other) standards
  • demonstrated ability to achieve results, swiftly, in a complex environment
  • demonstrated ability to work with peers, with overlapping responsibilities, in a positive and productive manner
  • curiosity and empathy.

In addition, for both positions the following is desirable:

  • qualifications in public policy, facilitation, community engagement, communication or similar
  • knowledge of and/or previous experience working in the space sector.

What you will do

You will be an active member of a small team responsible for:

  • design and delivery of a regulatory channel management strategy, including regulatory consultation processes and tools
  • provision of regulatory guidance arrangements
  • facilitation of regulatory applications including cross-government coordination and promotion of regulatory compliance

The team does not hold regulatory delegations under the Space (Launches and Returns) Act 2018. For the avoidance of doubt, the team is not responsible for administering the standards as articulated in the space legislation, assessment, authorisations, regulatory oversight or stakeholder engagement and communication for the broader Agency.

Eligibility

To be eligible for this role applicants must be Australian Citizens.

Security Clearance

The successful applicant will be required to obtain and maintain a baseline security clearance.

Notes

The Agency Headquarters is based in Adelaide.

While teams are located in Adelaide and Canberra, these roles can be undertaken in any location the department has representation.  We are open to consider remote work opportunities and candidates from other states and territories are encouraged to apply.  Flexible work arrangements will be assessed in line with business and operational requirements and, on a case by case basis.  A package to support relocation or consideration for this position to be filled in other locations in Australia may be negotiated.
