The S&T Space Systems Programme is responding to a large growth of investment in Space Science and Technology (S&T) and Research and Development (R&D) following the Government’s Integrated Review.  Dstl has a key part in supporting delivery of the Government’s aspirations, working with partners across MOD and wider Government, through a combination of technical demonstrators to provide in-orbit proof of concepts, through to underpinning science for generation-after-next military capabilities.

The Space Systems programme also is implementing a Space Integration Hub to bring together S&T from across the MOD research portfolio and beyond, to meet the S&T challenges within the Defence Space domain.

The successful candidate will lead this diverse dossier of projects, building world class capabilities in-house and in the wider supply base. They will bring with them experience of leading scientific research and technology development, alongside experience of systems development, and working with suppliers and partners across defence and wider government to realise these exciting national ambitions.

Although the role is a Programme Manager, external candidates with Project Management experience of large projects e.g. >£10m p/a with complex technical, stakeholder and commercial relationships should consider this opportunity.

The Space Systems Programme Manager (PgM) is responsible for leading the S&T Space Systems Programme through the delivery of a set of interdependent projects and the associated business change activities. They have primary responsibility for successful delivery of the required programme outcomes, including the establishment of appropriate governance and assurance; monitoring progress; managing risks and issues and ensuring the business readiness for change.

We require a committed and driven individual to work closely with the Divisional Programme Delivery Team, related Programmes, the Senior Responsible Owner (SRO) and Programme Board members, who oversee the exploitation of S&T outcomes in order for Defence and Security to realise the required benefits.

You will also support the Division Programme Leader (DPL) in addressing matters relating to the leadership and delivery of the wider programmes and project delivery within the Cyber and Information Systems Division.

Person specification

We are looking for someone who has:

Experience:

Essential

Current experience and awareness of the Space domain, its technical disciplines, suppliers and stakeholders is not essential However, experience and demonstration of rapid and effective development in Science and Technology disciplines of sufficient knowledge and relationships, to be an effective and credible leader of the programme and wider MOD is an essential requirement.

Desirable:

  • Awareness of other PM methodologies, e.g. Agile; PRINCE 2
  • Demonstration of effective technical and/or customer knowledge in Space and/or C4ISR
  • Credible understanding of the Defence and Security or Operational context and the relevant customer environments.
  • Awareness of the S&T or Operational disciplines required to deliver the requirements.

This role will require full UK security clearance and you should have resided in the UK for the past 5 years. For some roles Developed Vetting will also be required, in this case you should have resided in the UK for the past 10 years.
