The Facility Security Officer (FSO) will be responsible for management of the Corporate Security Program to include management of security facilities, processing personnel clearances, conducting employee security briefings and annual FSO training, access control, Defense Security Service (DSS) Foreign Ownership Influence Control (FOCI) proxy holder compliance and a wide variety of duties in the administration of National Industrial Security Program Operating Manual (NISPOM) and other government security regulations. The FSO supports all SES GS employees, contractors and subcontractors.


  • At least five years Facility Security Officer experience
  • DSS FSO Certification
  • Active U.S. Government Top Secret Security Clearance / SCI eligible
  • Extensive knowledge of National Industrial Security Program Operating Manual (NISPOM)
  • Ability to perform Sensitive Compartmented Information facility (SCIF)
  • Knowledge/experience to manage a Communications Security (COMSEC) account
  • Knowledge/experience required of an Information Systems Security Officer (ISSO)
  • Possesses strong written/verbal communication skills
  • Ability to interact with C-suite level personnel
  • Excellent proficiency in Microsoft Office Suite
  • Experience in FOCI-mitigated environment
  • Demonstrated ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines
  • Ability to work in a team-oriented environment while focused on results

Essential Job Functions:

  • Develops and maintains comprehensive security Standard Operating Procedures (SOP) outlining security policies and guidance for conducting collateral and SCI activities within geographically-separated facilities
  • Performs all day-to-day activities required by the DSS implemented Proxy Agreement in tracking, documenting and reporting contacts and visits between SES GS and its parent and affiliate organizations
  • Initiates, prepares, processes and provides oversight of the appropriate documentation and correspondence relating to the origination, transfer, reciprocity and termination of personnel security clearance investigations, re-investigations and positions of public trust
  • Coordinates fingerprinting and submission of required documentation
  • Maintains personnel security files and suspense logs
  • Conducts security briefings and education
  • Performs and documents annual security self-inspections
  • Supports day-to-day physical security of building controlled areas and all classified activities
  • Provides guidance and assistance to assigned personnel when necessary
  • Develops and maintains a comprehensive Emergency Action Plan (EAP)
  • Manages alarm system to include badging, training of newly assigned personnel, alarm responses, and ensures maintenance/certification of alarm systems
  • Participates in audits and inspections
  • Interacts with Contracts and Procurement to ensure compliance with all prime and subcontractors security requirements, including the completion and tracking of all DD254s
  • Manages and guides COMSEC Program
  • Provides SCIF security and administration services
  • Performs necessary facility inspections
  • Provides initial and annual SCIF Operating Briefings in coordination with the ISSM
  • Performs clerical duties relating to logs, document control, and other documentation
