Position Summary

Virgin Orbit is seeking a Purchasing Subcontracts Manager to play a significant role in sourcing, negotiating, and managing various subcontracts to include but not limited to temporary labor, consulting, capital equipment, supplies, and general services necessary to support the Long Beach manufacturing facility as well as our world-class test site in Mojave, CA. The ideal candidate should be familiar with subcontract/services, reviewing and editing Statements of Work (“SOWs”), general services requirements, and the related supplier base. This role will be key in managing strategic suppliers & partners that align with the program goals and objectives. The Subcontracts/Indirect Services Manager is responsible for reviewing, vetting, and generating documents to support complex purchase requests, including requests for quotes, competitive bids, proposals, be able to perform best value acquisitions, and guide the proposal review team and complex multi-term orders in accordance with Virgin Orbits policies and procedures.

Your Mission

  • Manage corresponding supplier base
  • Manage the supplier onboarding function and ensure qualified suppliers are properly vetted with additional focus on supplier base rightsizing and commensurate with strategic needs of VO
  • Measure and manage new & existing supplier capability and capacity
  • Monitor supplier performance and financial standing and produce supplier metrics
  • Work closely with Procurement, Production and Production Planning managers, as well as with the Engineering team, to determine current and future purchasing needs
  • Lead supplier negotiations and resolutions. Includes Terms and Conditions redline review to ensure appropriate risk posture and best value for VO
  • Monitor quantity and quality of subcontract work to include: review SOW. Terms and Conditions and agreements
  • Maintain records in accordance with established policies and procedures and audit guidelines
  • Help Virgin Orbit do our part to make the world a better place

  • Performs other duties as assigned

What you bring

  • Possess an established track record of procuring complex systems and services, especially within aviation, aerospace, or manufacturing setting
  • Ability to establish long term agreements, blanket agreements, and negotiate favorable terms and conditions
  • Familiarity with basic contracting vehicles, such as Firm Fixed Price, Time and Material and hybrid agreements
  • Ability to interpret engineering, production, and quality requirements and establish Statements of Work, and or Sub-contracts
  • Ability to evaluate procurement bids in accordance with established criteria
  • Ability to assess contract compliance and product/service quality
  • Knowledge of internal and external auditing
  • Experience and strong computer skills using MS Office Suite and various MRP/ERP systems
  • Ability to document work in progress and maintain effective records
  • Ability to perform complex tasks, as well as analyze and solve problems
  • Ability to use independent judgment and to manage and impart confidential information
  • Ability to develop and delegate administrative/procedural decisions and interpretation of goals and objectives
  • Strong interpersonal and communication skills and the ability to work effectively in a fast-paced, start-up environment
  • Good negotiation, conflict resolution, and/or mediation skills
  • Ability to develop and mentor employees
  • Ability and willingness to thrive in a fast-paced, rapidly changing work environment

  • 8-10 progressively responsible experience in Purchasing, Procurement, Subcontracts, or Supply Chain environment
  • Bachelor’s degree, master’s degree, or equivalent purchasing experience
  • Knowledgeable with DFARS
  • Passion for space exploration and a firm belief in the utility of affordable access to space
  • Ability to thrive as a ‘one person team’

ITAR Requirements

To conform to U.S. Government space technology export regulations, the applicant must be a U.S. citizen, lawful permanent resident of the U.S., protected individual as defined by ITAR (22 CFR §120.15), or eligible to obtain the required authorizations from the U.S. Department of State.
